I have witnessed the removal of kidney stones even bigger (without breaking) 😊, but a Shockwave Lithotripsy would definitely be the safest option here.👍

It appears to be at the opening of the ureter, but it's hard to tell. I also can't size from this but I would do a Shock Wave Lithotripsy, #Tamsulosin, and strain urine to make sure you got it all. Re-scan in a couple days. Look at changes in diet and fluid intake to prevent future stones.
